We also need to be alert for other possible openings for Approval Voting.
For example, Approval Voting might be used for elections within state
agencies, public boards or other entities. It is also conceivable that
legislation specifically allowing Approval Voting for special elections
might also be possible.
There is even the possibility of linking Approval Voting to voter rights.
This is because recent studies indicate that allowing every voter an up
or down vote on every candidate is the best way to give each voter an
equal say in who wins. Of course this is exactly what Approval Voting does!
These studies deliberately ignore the effects of the electoral college
and the fact that each state gets two senators as these two mechanisms
were put in the Constitution to enhance the interests of smaller states
relative to largr states. Approval Voting does nothing to address this
purposely designed imbalance.
