Enacting Approval Voting
The direct enactment of Approval Voting is a considerable challenge
today and perhaps not the best way to make progress right now.
However it can be useful to have a bill ready anyway just in case
a sponsor is located. Here are some examples from the 1980s.
Bill to Enact Approval Voting in New York State
Voting; system of approval voting. 1. In any election in which more
than two candidates' names appear for nomination or election to the
same public office on the official ballot; or in which more than two
candidates' names appear on the official ballot for election to the same
party position which position is to be filled by the election of only one
candidate; or in which more candidates' names appear on the official
ballot than are to be elected to the same party position which position
is to be filled by the election of a group of candidates; the voter shall be
permitted to vote for (and thereby to approve of) as many or as few of
the candidates for such same public office or party position as the voter
chooses to vote for, without limitation, except that the voter may not
vote more than once for the same candidate in such election for nomination
or election to such office or position. The candidate who receives the
greater total number of votes cast in the election for nomination or
election to such same public office or party position shall be
nominated or elected thereto. Any provisions of this chapter or the
education law which appear to limit or restrict a voter's right to vote in
accordance with this section or which are inconsistent with these provisions
shall be deemed to be modified or superseded by the provisions of this section.
A New Hampshire Approval Voting Bill
This bill would have changed various singular words to plural as
in the following excerpt describing voting in political primaries:
Every qualified voter ... shall have the opportunity ... to vote his
preference (preferences) on the ballot of his party, for his choice (choices)
for one person (any persons) to be the candidate (candidates) of his
political party ...
